The 2016-17 edition of the Laws of the Game include the many changes introduced at the 130th Annual General Meeting of the International Football Association Board, held in Cardiff (Wales) on 05/03/2016. These amendments came into force on 01/06/2016.

The 2016-17 edition especially incorporates relief of the "triple punishment" rule (expulsion, penalty, and suspension), the approval of the testing phase of the video assistant referees, and a revision of the Laws of the Game, a 18-month project led by the technical sub-committee of the IFAB under the leadership of former Premier League referee, the Englishman David Elleray.

The 94 recorded changes are presented as a "unique" opportunity to correct anomalies and inconsistencies, said FIFA on 05/03/2016. The number of words has been halved, and neutral language is used throughout the document.
