The regulations of the twenty-first FIFA World Cup, to be held in Russia from 14/06 to 15/07/2018, have been adopted in their final form by the FIFA Council (the authority which replaced the FIFA Executive Committee) in a meeting in Zurich (SUI) on 14/10/2016, and immediately entered into force.

"On 02/12/2010, the FIFA Executive Committee designated the Football Union of Russia (hereinafter: the FUR) as the Organising Association of the final competition for the 2018 FIFA World Cup. The Organising Association shall be responsible for organising, hosting, and staging the final competition, as well as the security for the duration thereof." - Article 2 of the Regulations.
