"We do have to examine new mechanisms like luxury taxes and in particular sporting criteria like squad limitations and fair transfer rules (to avoid player hoarding and excessive concentration of talent within a few teams)," said Aleksander Ceferin, UEFA president, on 22/03/2017.

"We do need to assess whether the transfer market as it operates today is the best we can do? We cannot be afraid to touch it. Within the transfer system we have real possibilities to drive change," added the Slovenian leader during his speech on the first day of Football Talks symposium from 22 to 24/03/2017 at the Estoril Congress Centre, near Lisbon (POR).

"The increasing gap between some of us can be accelerated by globalisation and technological change. UEFA would like to secure that it has a vibrant and balanced European club competition which is enjoyed by all but with minimal negative externalities on smaller clubs and domestic leagues," said Aleksander Ceferin.
