The UEFA Statutes, originally adopted from the Congress held in Helsinki (FIN) on 24/09/1997 and modified at the latest time on the occasion of the 41st Congress, also held in Helsinki, on 05/04/2017, entered into force on 01/07/2017.

Among the changes introduced on 05/04/2017 was (Article 21) the arrival of two members of the ECA to the UEFA Executive Committee, elected by the European Club Association and confirmed by the Congress, "who have the same rights and duties as the other members of the Executive Committee."

"By way of derogation from Article 22, first paragraph, the members of the executive committee elected by the ECA (the German Karl-Heinz Rummenigge and the Italian Andrea Agnelli, who had already participated in the Executive Committee meetings since 2015, but without voting rights) will be confirmed for the first time on the occasion of the UEFA Extraordinary Congress in September 2017 and their mandate will last until the UEFA Electoral Congress in 2021," states the Article 69, which is dedicated to "exceptional and transitional provisions".
